The report was commissioned by UNAIDS previously this year following a raft of allegations in opposition to professionals, together with revelations in an unique report by CNN. In that report, a few girls manufactured allegations of sexual assault in opposition to the then-deputy director of the agency.
The report is primarily scathing in its assessment of the agency’s govt director, Michel Sidibe.
“The executive director of the UNAIDS secretariat has designed a patriarchal society tolerating harassment and abuse of authority and in his interviews with the panel he acknowledged no accountability for actions and results of choices and practices creating the situations that led to this assessment,” the report reported.
In a statement to CNN, a UNAIDS spokesperson, Sophie Barton-Knott, mentioned that “senior administration are completely informed that there is still much do the job to do — across all amounts of the corporation, like at the senior administration degree.”
“UNAIDS is resolute in its commitment to guide by illustration in eradicating all sorts of harassment, bullying and abuse of power at UNAIDS,” she claimed.
In conducting their report, the independent panel of eminent legal professionals and gender challenges activists, executed a survey of UNAIDS employees. Extra than 60% of the 678 staff members participated.
Virtually 50 percent of all those surveyed said that they did not concur with the statement “that the UNAIDS society is helpful in preventing harassment and abuse.”
“There is an absence of preventive actions, and the official and casual processes for dealing with grievances are gradual, ineffective, and not reliable as confidential,” the report mentioned.
“Bottom line — the UNAIDS Secretariat has a problem,” the report’s authors wrote.
The UN Secretary-General’s spokesperson did not right away respond to a request for comment.
In an interview with CNN’s Christiane Amanpour this March, a UNAIDS staff, Martina Brostrom, accused Sidibe of giving her a promotion in trade for dropping her claim of assault versus a UN assistant secretary standard. CNN spoke at the time with two other women of all ages who described comparable encounters with the man, who denied the allegations and was cleared of wrongdoing in an investigation into Brostrom’s promises. He no longer functions for the UN. Brostrom referred to as the investigation “deeply flawed.”
Sidibe denied to investigators at the time that he wanted her to settle for an apology from the accused formal, but admitted that it would be very good to “discover a way out” in a way that would defend the business.
At an inside team conference in February, audio of which was received by CNN, Sidibe criticized staff who spoke publicly about sexual harassment promises at the UN as missing a “ethical solution.”
In February, UNAIDS produced a five-point system to reform and guarantee its “zero tolerance for sexual harassment.” But the report casts doubt on whether or not the agency’s director is capable of leading that hard work.
The impartial panel’s chair, Gillian Triggs, explained to CNN on Thursday that she and her colleagues concluded that UNAIDS’ governing overall body “desires to think about no matter if the recent leadership has the expertise and the will to have all those reforms out.”
“We have been certainly unanimous in our views,” claimed Triggs, an Australian human rights law firm and professor emeritus.
